Minutes of the latest meeting of the Parish Council, Monday 16th November 2009 at 7.30pm

ACTION:

       

The Chair welcomed everyone to the meeting and thanked Mr Richard Townsley, Senior Neighbourhood Warden from GBC & Mr Hollins (PCSO) for coming to talk to us.

 

Mr Townsley explained the role of the neighbourhood wardens who work for Gedling Borough Council. The work in partnership with the Police & the Environment Team. They deal with issues from noise, fly tipping, anti-social behaviour, traffic problems etc. They have agreed to use their speed gun on Green Lane as this is an area identified as not having been targeted for some time. Other concerns were anti-social behaviour at the cemetery and parking.

 

A meeting has been arranged for Tuesday 24th November at 6.00pm in the committee room with Highways, the Parish Council, Councillor Mark Spencer, another councillor and hopefully the Police to discuss traffic & speeding.

 

Mr Morris suggested that we had a brief discussion regarding the above meeting to plan an agenda and to make sure the council were united in their views etc on the night in respect of the priorities from the Parish Plan. The three main areas were: 1. Speeding 2. Parking 3. Density of traffic. Mr Morris kindly offered to take notes on the night, as unfortunately the Clerk cannot make this meeting.

 

Mr Hollins was asked if a representative could attend the Christmas Tree lights switch on the 1st December to help children/parents etc cross the busy Main Street and help slow cars down.

Minutes of the last Meeting & Matters Arising

 

 

 

 

(a)   School Field  – Mrs Meadows has been to The County Archives to find out more details on the school field. Mr Morris also said that there is one more search to come back. It was agreed that we would wait for the results of this search and discuss the matter further at the next meeting.

 

(d)  Main Street –a letter was sent to Severn Trent regarding the road on Main Street outside the garage. A reply has been received already which was read out and the Clerk and Mr Milburn will feedback further at the next meeting.

 

(e)  Severn Trent – Park Lane – The Clerk has asked the pipeline users for all the relevant Account numbers in order for to write to SevernTrent.

 

(f)   Goal Posts on the school field – The Clerk and Mrs Gregory are to order these this week. Mr Conroy the Site Manager at school has agreed to take delivery of these in school hours and keep them safe.

 

(g)  Cemetery Matters – Sam will clean the notice board shortly.

 

(h)  Arts Committee – There will be an open meeting on Sat 28th November at 2.30pm in the Village Hall, which hopefully will attract more villagers onto the committee. Mr Morris will attend this meeting.

 

(i)    Committee Room – There is possibly a signed agreement in the Archives and this will be looked into further.

 

(m) Xmas Lights – Mr Starr asked if the Christmas tree could be put in place this weekend in order for the lights to be installed next week. All is then set  for the switch-on on the 1st December.

 

(n) Bridge on Orchard Rise – The Clerk has met with a couple of contractors who both felt that the work was of adequate standard and felt it would not be advisable to spend money on this project. After a discussion it was agreed that we would not pursue this project.

     

(o) Seat on Steeles Way & tree works – A new seat has been delivered to Spring Lane Farm Shop – thanks to Mr C Spencer for taking delivery. The seat will be half way up the path between Orchard Rise & Steeles Way. 

 

The Clerk is meeting 1 other contractor to obtain a quote for the tree maintenance work  required.

 

The minutes were Proposed by Mr Broughall and Seconded by Mr Morris as true record and this was agreed without dissent.

All the above were circulated around the members and agreed and signed accordingly on the night.

 

Mr Morris has spoken to Hacker Young and settlement has been agreed of £1,150.00 and the cheque was hand delivered to their offices.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Village Maintenance/Improvements

 

 

 

 

1.      Sycamore Trees – Church Street. One quote of just over £350 has been obtained and Mrs Gregory is meeting another contactor shortly. The Clerk will check with GBC to ask them if these works can be carried out.

 

2.      Village Sign – a number of brochures have been obtained and the Chair is looking at these. A website with ‘granite’s sign was circulated. A number of photographs are to be copied and sent to various companies to get some quotes.

 

3.      Leaves – The Clerk will ask GBC what policy they have on clearing leaves around the village.

 

4.      Bollards – Cromwell Crescent – Mrs Meadows obtained some quotes for this work. Metal bollards - £4000 – wooden - £900. Or perhaps put some sort of membrane down to stop the grass being churned up. Or the kerb being made higher? The Clerk will email Highways to inform them of any possible proposals and ask for their comments etc and if bollards are put up, if an accident occurred what insurance cover would be available.

Parish Plan

 

 

 

A meeting was held on October 21st and Mrs Meadows & Mr Milburn reported back on this. A village directory is now being drawn up and some of the priority points from the plan were discussed further i.e. parking, speeding. Mrs Meadows had informally asked a landowner about the possibility of land being used for parking, but this is not available. The Clerk was asked to contact GBC to find out what policy they had on providing allotments

Mr Broughall asked if a new Welcome to the Village Hall sign could be put at the side of the entrance door. Everyone agreed to this.

 

Mr Prince informed the council that Notts CC Education were hoping to create 2 more ‘Disabled’ parking spaces at a cost of £440 and have asked the Parish Council for a contribution. The Council agreed to contribute half the amount and Mr Prince will let Mr Nash know.

 

Mrs Meadows asked if we could check with GBC on their policy for providing allotments.

 

Xmas Lights – The Parish Council have received a phone call from a resident on Main Street who was unhappy that the tree in front of their property has had Christmas lights installed. They felt it was an unnecessary expense and would be too bright and shine into their property. Mr Morris has kindly drafted up a letter to be sent and would suggest that the resident came to any meetings and also the meeting next September when the project will be discussed.
